A bill introduced earlier this month by Assemblywoman Margie Donlon proposes that those looking to access the wet, sandy beach below the mean high tide line for the purpose of surfing or fishing would not have to buy a beach badge. This proposed bill comes following the arrest of a 28 year old surfer who was thrown to the ground in Belmar after refusing to produce a beach badge, citing New Jersey’s Public Trust Doctrine, which is designed to ensure access to tidal water and shorelines. This proposed bill would supersede Belmar’s local ordinance if signed into law, according to NJ Advance Media.
