Congressman Who Died in April Wins Democratic Primary in New Jersey

Congressman Donald Payne Jr. won his democratic congressional primary last night. One problem, Payne passed away in late April. Under New Jersey law, Payne could not be replaced on the ballot. Another special primary election will be held in his district among living candidates on July 16th.
